The old comps have all roughly doubled since they sold

These are the three comparables from the 2018–2019 URAR grid. The point now is the opposite of an appeal exhibit: every one of them has appreciated ~50–75% since it sold. The neighbourhood market is clearly up, which works against any argument that the subject is over-assessed.

The comps now argue the wrong way for an appeal. In 2018–2019 these three bracketed the subject around $900k. Today their estimates land at ~$1.17M–$1.65M — the same market that carried the subject to a ~$1.5M value. There is no reduction argument to be made here: the market is up, the county's number is below it, and these comps confirm it.

Their comp pull came back empty
AppealDesk's data providers returned no comparable sales for 6279 Greenhill Rd — a parcel / road-recording quirk (the same quirk that shows the property under "Doylestown 18902" in some third-party geocodes). So the delivered packet was a filing guide only: the deadline, the county contact, and step-by-step forms. It surfaced no evidence that the property is over-assessed.

The plan would have been to lead with the re-mortgage appraisal. But that appraisal is stale (its $900k is a 2016 sale), and when we compared the current assessment to today's market it turned out the property is under-assessed, not over-assessed. 3 · The comparison that settles it

Bucks County froze assessed values at a 2005 base year and reconciles them to today's market through the Common Level Ratio (CLR), set annually by the PA State Tax Equalization Board (STEB).[1][2] The county's own estimated market value is just assessed value × the CLR factor. A PA appeal only wins when that number comes out higher than true market value. Here it comes out lower.

The county's own number ($1,404,770) is at or below true market (~$1.5M). That means the assessment is under-stating the property, not over-stating it. An appeal challenges the county to raise its estimate to match the market — which here would increase the assessment, not lower it. The math runs the wrong way for us; there is nothing favourable to appeal.

For completeness, the next cycle only widens the gap: the 7/1/2026–6/30/2027 CLR is 5.60% · factor 17.86,[2][4] which would imply a county market value of about $1,470,235 ($82,320 × 17.86) — still under a ~$1.5M market. Either vintage leaves the property under-assessed.

4 · The decision — not appealing

Reviewed, and we are not filing an appeal. We checked the Bucks County BOA record (parcel 41-013-017-010) against current market value from three independent sources. The county's estimated market value of $1,404,770 sits at or below a true market of roughly $1.5M. Because a PA appeal only reduces an assessment when the county's implied value is above true market, filing here would risk an increase — the opposite of the goal.
  1. Pulled the authoritative record. Bucks County BOA, parcel 41-013-017-010: assessed $82,320 (Land $20,800 + Bldg $61,520), frozen at the 2005 base year, $0 exempt.
  2. Computed the county's own market value. $82,320 × 17.06 CLR factor = $1,404,770 — this is the number the county itself publishes on the Values tab.
  3. Benchmarked true market. Zillow $1,653,400 · Redfin $1,485,309 · FHFA Bucks-index-implied ~$1.41M → roughly $1.5M. The old ~$900k appraisal is a 2016 sale and is stale.
  4. Confirmed the direction. County value ($1.40M) is below true market (~$1.5M) → the property is under-assessed by ~$5,600 of assessed value. An appeal risks a correction upward.
